Nepal has seen had than a dozen governments since 1991. In 2003, prime minister Lokendra Bahadur Chand resigned, increasing the political uncertainty facing Nepal.

Fighting between Maoist rebels and government forces results in periodic violence. 10,000 lives have been lost since 1996 in this conflict. The most recent ceasefire between Maoist rebels and the Nepalese government lasted 7 monthes, but collapsed in August, 2003, and the violence started anew.
